for the first time in a few years, the Board invoked the NIHGA Storm Waiver rule at the Glade Valley outing. Fifteen players were forced off the course by lightning. Twelve of them had completed 13 or more holes and their scores were projected according to USGA Handicapping Rule 4.2 and counted for the team competition and were eligible for individual prizes, although none of them were low enough to win low gross or net prizes in this case.
Usually, if the storm waiver is not invoked, the projected score counts toward the player's handicap but does not count for the team score or individual gross or net prizes.
CHOICE OF TEES: Rule 5J states that: "Normally, men play from the middle tees and women from the forward tees. However, any man may choose to play from either the back, middle or senior (if in use, otherwise forward for that round) tees and any woman may choose any of the four sets of tees. The set of tees selected must be consistent throughout the entire season, including match-play events. The selection of tees is to be made at the member's first outing of the season"
ENTERING HANDICAP: A player establishes a NIHGA handicap after playing in two stroke play outings. It is not necessary, however, to play the first two outings without a handicap.
A "new member" is one who has not turned in a valid 18 hole score card in any NIHGA stroke-play event during the previous two seasons. This includes former as well as active/inactive members with NIHGA handicaps who did not play during the prior season. No handicap index is computed until a new member has submitted scores from two NIHGA outings. The ESC score for the player will be nine strokes per hole until he/she has completed two NIHGA stroke-play rounds first two rounds.
However, if the new player has an established USGA handicap index, we accept it for use until the player has recorded two NIHGA scores. The team captain will be responsible for submitting a copy of the USGA handicap card to the handicapper. The ESC score for the player will be that associated with his/her handicap computed for the course being played.
In both cases, after the player's second outing, the NIHGA handicap and associated ESC score will be used.
